Most of the answerers above seem to think that hair has been styled with a curling iron, but in fact it is natural hair! She is following the curly girl method that is explained on the website. Have you read the book the website is based on? It's a valuable source of info. about curly hair and how to take care of it. I think your hair would look more like that if you grew it out (that can help calm down hair). If you have the same haircut that will help too- it looks like she has some fairly simple layers. But don't let them thin your hair with razors- that will just makes the ends ratty as they grow out. On another part of the website it talks about her routine.

However most of the products she listed aren't so good anymore as that website is pretty old and they have been reformulated them a bunch. This will help you get close but you won't be able to get hair that looks exactly like that (naturally) if you don't have a similar curl pattern. Try visiting this website; it has a forum, online shopping, and articles all about curly hair. Hope this helps!

try using a spritzer or gel or something. and use shampoo/conditioner made for anti-frizz and curly hair

i like that hair a lotttt.

you could try either straightening it, then using a curling iron or using a curling iron to pull the curls a little bit.

i dont know of any other way of getting that look.

You can't have permanent hair like this i don't think. but anyway you just buy any curling iron and start curling then make sure u use a firming/holding spray. but easy on the spray u don't wanna have hair as hard as wood =)
